Why was Chris Brown not allowed to leave Manila?

The internet is abuzz with why Chris Brown was not allowed to leave Manila the day after his concert.
After his concert at the Mall of Asia Arena, in Pasay City, Philippines, yesterday evening Chris Brown was scheduled to fly via his chartered jet at 1 p.m today. He was however not allowed to leave the country because of a lookout bulletin order (LBO) from the Department of Justice (DOJ) on him.
He was advised to secure clearance from the DOJ. According to an ABS-CBN report, Justice Secretary Leila de Lima confirmed that the DOJ had issued a LBO against Brown.
Persons placed under Immigration’s lookout bulletin order must “obtain an Emigration Clearance Certificate (ECC) before they can be allowed to depart from the Philippines.”
The order merely directs the BI to be on the ‘lookout’ and take prudent steps to verify on the status of the criminal case against the subjects.
Apparently he was on the LBO of the DOJ because of an alleged breach of agreement. Brown was originally set to perform in the Philippines at a New Year’s Eve concert at the Philippine Arena in 2014.
The Guardian reported that the singer cancelled a New Year’s Eve concert at the 55,000-seat Philippine Arena at the last minute, reportedly because he lost his passport the day before the scheduled event.
The legal counsel of the religious group Iglesia ni Cristo and its Maligaya Development Corporation (MDC), which manages the Philippine Arena, wrote on Tuesday to the justice secretary, Leila de Lima, to ask for assistance in prosecuting the criminal complaint of fraud that the MDC is filing against Brown and Pio Roda.
The letter said that after making representations that Brown would perform at the concert, and after having fully paid for the two men’s services, Brown failed to appear and perform at the concert, to the damage and prejudice of MDC.
In his latest tweets Chris Brown announced the postponement of his concert in Jakarta and a brief tweet about a misunderstanding with the promoters.
