Which regions in PH have the lowest price movement?

You might want to move to the Ilocos region (Region I) and the National Capital Region (NCR) if you are looking for a place to live in the Philippines with the lowest inflation rates, a report released by the National Statistical Coordination Board (NSCB) revealed.
NSCB said that NCR and the Ilocos region have had the lowest inflation rates between 2007-2012, 3.6 percent and 3.7 percent respectively, lower than the average inflation rate in the country at 4.5 percent.
Caraga and the Autonomous Region in Muslim Mindanao (ARMM) meanwhile have the highest rate of inflation for the same period at 6.1 percent, making them the top two regions with the fastest price increase.
The phenomenon experienced by ARMM and Caraga also applied to the rest of Mindanao. On the figure above, it is noticeable that the regions in Mindanao experience higher inflation rates than regions in Luzon and Visayas.
